Specialist in Administrative Law from Colegio Mayor de Nuestra Señora
del Rosario. Lawyer from Universidad de La Sabana. Appointed delegate
to the Colombian government in the sessions of the technical committee
concerning origin regulations for the World Customs Organization;
participated in meetings of the task force for customs procedures and
origin regulations prior to the establishment of ALCA, and in meetings
of the Cartagena Agreement Board. Collaborator in the first edition of
the Colombian Customs Code (1990 and 1991). Worked as Operations Deputy
Director and as General Secretary and General Director (acting) of the
Colombian Foreign Trade Institute (Incomex). Consultant to the World
Bank and to the GTZ in Ecuador's institutional restructuring and in the
restructure of safeguard mechanisms.
